Bowen has been in the aviation industry since 1977 and has been with the airport since 1988. He first served as the Director of Operations, and then as the Deputy Executive Director since 2009, a position that has poised him to take over the Executive Director role being vacated by Wayne Shank, who is retiring after 44 years at ORF.
In his new role, Bowen will act as the Authority's Chief Executive Officer and, under the guidelines of policy established by the Authority's Board of Commissioners, is responsible for the overall management, operation, maintenance and development of the Norfolk International Airport. This position is also responsible for non-aviation related duties as established by the Board.
Bowen holds a Bachelor of Science Degree in Business Management from Old Dominion University. He is also an Accredited Airport Executive (A.A.E.) through the American Association of Airport Executives and has been active in the Virginia Airport Operators Council.
