Norfolk Division of Hampton Roads Chamber of Commerce Seeks Nominations for 2016 Military Citizen of the Year
Military Citizen of the Year is October 7, 2016
Samuel T. Northern was a local businessman who devoted most of his life to strengthening the relationship between the local community and the military.  This award has been given annually to recognize the military citizen who has made the most significant contribution in the area of community service.  Each year, commands based throughout Hampton Roads are asked to nominate individuals (E6 and below) for this honor.  Members of the Hampton Roads Chamber of Commerce Armed Forces Committee then select the winner based upon their full active and sustained participation in activities that benefit the community.  Nominees are involved in everything from coaching Little League teams, youth mentoring, fundraising, emergency medical services, and much more community programs.
 
 
Instructions: 1. THE HAMPTON ROADS CHAMBER OF COMMERCE IS NOW ACCEPTING NOMINATIONS FOR THE  2016 SAMUEL T.NORTHERN, MILITARY CITIZEN OF THE YEAR (MCOY) AWARD.  NOMINATIONS ARE OPEN TO ACTIVE DUTY E-6 AND BELOW. NOMINEES FOR THIS COMMUNITY SERVICE AWARD MUST DEMONSTRATE ACTIVE PARTICIPATION IN OFF-DUTY COMMUNITY ACTIVITIES IN ADDITION TO CRITERIA EXPECTED OF AN ENLISTED MILITARY MEMBER. THE AWARD IS NOT FOR A SINGLE ACT, BUT RATHER FOR SUSTAINED COMMUNITY SERVICE IN THE HAMPTON ROADS AREA FOR A PERIOD OF AT LEAST ONE YEAR, BUT NOT MORE THAN TWO YEARS. ALL NOMINATIONS MUST BE RECEIVED BY 26 SEPTEMBER 2016.  FINALISTS WILL BE NOTIFIED ON 30 SEPTEMBER 2016.
 
2. THIS YEARS WINNER AND FINALISTS WILL BE RECOGNIZED DURING A LUNCHEON HELD 7 OCT 2016 AT THE NORFOLK MARRIOTT WATERSIDE HOTEL, 235 E. MAIN ST., NORFOLK, VA. THIS EVENT IS SPONSORED BY THE HAMPTON ROADS CHAMBER OF COMMERCE. ALL FINALISTS AND THEIR RESPECTIVE COMMANDING OFFICERS WILL BE INVITED TO THE LUNCHEON AS GUESTS OF THE HAMPTON ROADS CHAMBER OF COMMERCE. THE PARENT COMMAND IS EXPECTED TO ENSURE THEIR FINALIST'S ATTENDANCE AT THE LUNCHEON. ALL FINALISTS MUST BE PREPARED TO POTENTIALLY MAKE REMARKS AT THE LUNCHEON.
 
3. UNIFORM FOR THOSE ATTENDING THE EVENT IS AS FOLLOWS: NAVY-SERVICE DRESS WHITE (E-6 AND BELOW); SUMMER WHITE (E-7 AND ABOVE); ARMY-CLASS B; MARINE-BLUE DRESS D; AIR FORCE-BLUES W/SHORT SLEEVE SHIRT (W/O TIE/TAB); COAST GUARD-TROPICAL BLUE.
 
4. LOCAL COMMANDS, AS WELL AS LOCAL VOLUNTEER ORGANIZATIONS, CAN NOMINATE OUTSTANDING PERSONNEL. NOMINATIONS RECEIVED FROM VOLUNTEER ORGANIZATIONS MUST BE ENDORSED BY THE SERVICE MEMBER'S PARENT COMMAND IN ORDER TO QUALIFY FOR THE AWARD. PACKAGES RECEIVED FROM VOLUNTEER ORGANIZATIONS WILL BE FORWARDED TO THE APPROPRIATE COMMAND FOR VERIFICATION AND ENDORSEMENT.

6. NOMINATION ENDORSEMENTS SHOULD CONTAIN ADDITIONAL INFORMATION REGARDING THE MEMBER'S CIVIC ACTIVITIES AND CONFIRMATION OF CRITERIA EXPECTED OF AN OUTSTANDING PERFORMER. 
 
7. COMMANDS MUST SUBMIT NOMINATION FORM PLUS NOMINATION ENDORSEMENT IN LETTER FORMAT, AND AN ELECTRONIC PHOTOGRAPH (HEAD AND SHOULDERS) OF THE NOMINEE SUITABLE FOR PUBLICATION (MINIMUM 300 DPI), AND A COMMAND POINT OF CONTACT WITH NAME, PHONE NUMBER, AND EMAIL ADDRESS. ELECTRONIC PHOTOS CAN BE EMAILED NO LATER THAN 30 SEPTEMBER 2016.
 
8. PACKAGES MUST REFLECT THE NOMINEE'S COMMUNITY AND CIVIC SERVICE. THERE ARE NO RESTRICTIONS ON THE LENGTH OF THE NOMINATION ENDORSEMENT LETTER, BUT IT SHOULD BE CONCISE.  IMPORTANT FACTORS ARE NUMBER OF VOLUNTEER HOURS WITH THE COMMUNITY ORGANIZATION(S), THE IMPACT OF THE NOMINEE'S EFFORTS, AND THE EFFECT OF THOSE EFFORTS ON THE COMMUNITY. UP TO FIVE SUPPORTING DOCUMENTATION OR LETTERS OF ENDORSEMENT FROM COMMUNITY ORGANIZATIONS WILL BE ACCEPTED WITH THE NOMINATION.
 
9. FINALISTS WILL BE SELECTED BASED ON INDIVIDUAL MERITS IN THE AREA OF VOLUNTEER SERVICE AND CIVIC INVOLVEMENT. MEMBERS OF THE HAMPTON ROADS CHAMBER OF COMMERCE ARMED FORCES COMMITTEE WILL MAKE FINAL SELECTIONS. FINALISTS WILL BE NOTIFIED ON 30 SEPTEMBER 2016.
